Animal Welfare during Transport – Certificate of Competence in transport of animals

Farmers, livestock and equine hauliers who transport animals as a business or trade are required by Law to protect the welfare of animals during transport. Welfare during transport is enforced by local councils. Trading standards officials carry out welfare checks on animals and means of transport and the Animal and Plant Health Agency (APHA) carries out checks at markets.

Short journeys – the guidance states if your business transports livestock further than 65km (40m) where journey times are less than 8 hours, you must hold:

• a valid transporter authorisation for short journeys (apply to the APHA)

• a certificate of competence for animal transport

Certificates of competence are issued for different classes of farmed livestock.

For those transporting livestock as an economic activity on long journeys of over 8 hours, there are further requirements.

BMR can arrange testing for short journeys and long journeys.

City & Guilds NPTC Level 2 Award in the Transport of Animals by Road (Short Journeys)  

The candidate fills out a City & Guilds NPTC registration form and a test will be arranged at a suitable time at the BMR office in Earlston. Please refer to the City & Guilds assessment guide at NPTC.

The assessment takes the form of a one hour, computer-based multiple-choice test. Please advise if a candidate has any special requirements eg further explanation of test navigation or extra time required for the test. The invigilator can help with this aspect of the test to ensure that candidates are comfortable with completing all questions. No help will be given with test answers.

Please bring ID along to the test, also calculator, pencil and paper. Use of mobile phones is not allowed. Pre-test information is found on the Government website link (see above). This should be read in conjunction with the NPTC assessment guidance.

Lantra Awards has an online training module which may be useful for some candidates. Please ask about this option.

If you cannot access a computer for any of the above guidance, please call BMR to request a leaflet covering the class of stock you wish to transport.
